The film “It Only Happened in Poland” tells the story of the Polish local government reform (carried out in several phases between 1989 and 1999) and of the people who started to prepare it under the communist rule and later worked on its implementation during the uneasy time of democratic transformation. This film provides also an insight into the changing social mentality of the transformation period which became indispensable for the succes of the decentralisation of power. The account is given by the “founding fathers” of the aforementioned reform: prof. Jerzy Regulski, prof. Michał Kulesza and Jerzy Stępień.
